Notes:
1. All checks, treasury certificates issued for clims of pay, bounty, prize money or any money due colored soldiers,
sailors or marines in a state where slavery existed in 1860 will be made payable to commissioner of the freedmen's
bureau who will pay the agent or attorney fees and expenses and will upon proper identification pay the claimant or
legal representatives.
2. Commissioner of the Freedmen's bureau responsible for safe custody and dispursement of funds.
3. Same rules and regulations governing other disbursing officers of the army.
