Ordinance for the Better Regulation of Negro Slaves and Free Persons of Color
1. Be it ordained by the Mayor and Aldermen of the City of St. Augustine that every free person of color residing or coming within the limits of this city shall register his or her name with the Clerk of the City Council on or before the 1st day of November and in cases of said  ? of persons coming within said limits they shall be required to register their names as above described in 3 days after their entrance into the city.

2. Every free person of color residing within the limits of this city shall select a white person as guardian to present his name to the mayor, to be approved or not by the council.

3. Every free person of color who shall be found at large after 9 o'clock at night without the ticket of his or her guardian shall be taken up and fined not less than $2 for the first offence nor $5 for the second and in case of non payment of the five to receive not less than 10 lashes for the first offence nor 39 lashes for the 2nd offence.

4. Tickets to free persons of color may be given monthly unless the holder shall be convicted of some offence against the laws or City ordinances -- after which he shall be required to produce a ticket for every time he is absent from home after hours.
