Sir. I enclose to you a series of instructions for the proper regulation of the system of Management
of the Department of Contraband Negroes resident in this city.

You are instructed to retain within the city such number of contraband Negroes as are requisite for
the ordinary labor at the Government works. The remainder you are directed to remove to the
plantations for employment in the fields.

In detailing Negroes for city duty you will be careful to give the preference to efficient refuguees from
the main land and the longest dwellers in the city.

Orders permitting Negroes to pass from this island to any other shall be issued only from your
department on the requisition of the overseer of the plantation on which the applicant may reside,
and approved at these Head Quarters, such passes shall be limited to special cases, as illness of a
near relative or plantation business. Commanders of posts and Commanders of Cross Roads are
empowered upon the written request of the overseer of a plantation to grant a Negro a pass to the
city of Beaufort, the time allowed being specified thereon, and the Negro shall present such pass at
the office of the Superintendent of Contrabands in order to obtain a return pass. Dates on passes
shall invariably be written in full.

You are instructed to punish at your discretion all Negroes absent beyond the time granted by their
passes by sending them for penal servitude on public works.

You shall establish a market at Beaufort for the sale of plantation produce, fish &c &c, at stated
prices and license resident Negroes of good character as retail vendors. The produce shall be
conveyed to the city by plantation carts and sold under proper regulations to the retail vendors only
by the overseers.

The rates of wages of Negroes in government employ shall be as follows.

First class mechanics from $9 to $12 per month, with one ration daily.

Second class mechanics $5 to ____ per month with one ration daily.

Drivers of Gangs from $9 to $12 per month, with one ration daily.

First class laborers $6 per month, with one ration daily.

Second class laborers $4 per month, with one ration daily.

All persons in this command having Negroes employed as servants or otherwise shall be required to
report to your dept on the First and Fourteenth of every month, in writing, the names and ages of
such servants, their masters names, the rate of pay they each receive, and to what day they were
last paid.

The rates of wages of domestic servants shall be as follows.

First class servants of either sex $6 per month and board

Second class servants of either sex $4 per month and board

Waiting boys & girls $4 per month and board.

Ostlers coachmen &c $4 per month and board

The rates of charges for washing by female Negroes shall be as follows:

All servants shall be hired from the Dept of Contrabands under the approval of the Superintendent.
The superintendent shall give Negroes semi-monthly passes for city use. Such passes shall not be
transferable, and an abuse of the privilege shall subject the offender to penal servitude on the
public works.

You are empowered to furnish for the families of an employee on the government works, at the
workmans request hominy, corn, or in lieu thereof hardbread, molasses, coffee, vinegar and salt to
an amount not exceeding $3 per month. The amount to be deducted from the mans monthy wages.
The supply shall be obtained from the Contraband Commissary Department under your written
authority.

You will cause to be arrested Negroes found in an intoxicated condition, or creating disturbance or
detected in breaking down or carrying away fences, trees and other property: also improper female
characters and white men resorting to the Negro quarters without permission from the Dept of
Contrabands.

Negroes failing to keep their houses and the streets of their locality in a cleanly condition shall be
subjected to a penalty or punishment to be approved at these Head Quarters.

Negroes shall not be permitted to pass to or from their work from the Negro quarters except by
________ street, and only those shall pass who are accompanied by a person detailed from the
Dept of Contrabands for that purpose.

You are empowered to provide suitable accommodations with rations for all aged, infirm and
destitute Negroes and detail an efficient person to carry out this object.
