1. The claims revolve around the unequal pay that USCT troops and sailors received in the war (the same with bounty and prize money). Besides the difficulty
of getting money to the actual individual who participated....extend that to the survivors of someone who had actually died during that period. See for example
the extended issued in pension payments that carried on through the 1930s and beyond in regards to determination of spouses. (
